It's often bad roleplayers that begin in modern, and here's why:
Modern realistic roleplaying leaves less to the imagination. You're a human with no powers and you have a gun. Wow, that's a real stretch for most people. So they just... write with more simplicity, and that's how they develop. *shrug*

Either that or they start out in some RP based on some anime, playing the lead character or most powerful villain.
